Little White Boxes
Alright, let's try a custom item. As always, let me know if anything is unclear!
Creator: Kagakusha Zetsumei

Name: Technically the Compact Achromatic Despatiating Storage Mechanism (CADSM). Generally called the "Little White Box."
Type: A solid white oblong without any kind of markings. It's about 5" x 1" x 1".
Description: Using the CADSM is simplicity itself-- merely incant a key phrase, touch it to the center of a subject's forehead, and wait a second. Assuming the contact is not disturbed or broken, the subject will then be "shifted," sealing them in a suspended demi-plane until such time as the user touches the CADSM and chants the key phrase again. The subject is then "shifted" back into existence in the same position (relative to the CADSM, which can be moved freely) as if no time at all had passed. For reasons that are unclear, the CADSM can only be employed on living material. It is generally used to transport injured or weakened comrades when speed is essential; it is unsuited for moving most prisoners since a strong jerk of the head is all it takes to prevent shifting. There are was of dealing with that, of course.
History: The CADSM was developed originally with the goal of replacing highly-vulnerable Fourth Division personnel on missions. Since subjects do not degrade while shifted, even severely wounded Shinigami could be placed in stasis and brought back for safe, effective treatment in the appropriate Soul Society facilities. It was hailed as a remarkable achievement, a symbol of effective cooperation between the Fourth, Fifth, and Twelfth Divisions. Plans were made for mass-production.
Of course, nothing is ever so simple. It turned out that the recall shifting required substantially greater precision than did the initial "shift." This did not become apparent in trials made by trained researchers, but in field tests involving less experienced Shinigami... The results were quite complicated to undo. Production was severely restricted, and the little white boxes seemed destined to remain in the storage areas of the Twelfth Division facilities. While not all Shinigami were incapable of using them-- far from it-- most were uncomfortable with the idea of a trusting companion literally falling out of a hole in someone's pocket and never being seen again.
Enter Ethan Douglas. While the Divisions do not exist in perfect amity, there is a certain amount of cooperation between them. While Ethan was talking with (read: gently interrogating) a shinigami from the Twelfth Division, the Captain mentioned his difficulties in transporting Hollows and similar back to Soul Society. Anyone not from Soul Society's research department probably would've been shocked at the very idea of such a thing. The person Ethan spoke with, though, mentioned the Little White Boxes. Upon furhter examination, they were determined to be almost perfect. Ethan now carries four or five with him wherever he goes, and claims they complement his Bakudo admirably.

Yes. OOC, anyone can use them if they have justification, especially someone from the 12th. IC, any shinigami who knows how can use them, though (per the history) it takes a reasonably competent one to unlock what they store. The boxes aren't widely available, but they're not "forbidden" or anything like that either. Kind've like heavy machinery-- what restrictions exist are for safety reasons.
As far as the specific CADSM that Ethan carries... It'd be almost impossible (per the history) for anyone but him to remove something he'd stored in one. While nothing is stored, though, they're just like any other Little White Boxes.
