I know how annoying it can be but can i suggest adding extra area to the Divsions quareters eg training areas, dorms etc as i said i know its a pain and its only a suggestion.

Also to add to that Idea, it would be cool in each sector for there to be a place for the Captains. Like Captain's Quarters or something where the Division members can gather and such.

Also it would be nice if, for each division, you had the group moderator be the captain of that division. That way people in that division would know who was the captain of it, without having to search posts and such.
