Is there a "beginner" seat?

To prevent looking like a total retard, I've had a look at the squad Availability topic, and noticed a lot of high-rank spots are open. Specifically, I was eying (is that the right word? XD) 3rd seat in Squad 2. As far as I can tell, it's empty, so is there a problem starting there? I looked around and failed to see anything alluding to it being unacceptable, but as I said, I'd prefer not to look totally ignorant by posting it in Character Sign-Ups.
